This is child abuse expungement case doesn’t deal with the merits of the alleged abuse.

Rather, it was decided on the basis of whether JA -- who claimed that she had not received DPW's final administrative adjudication -- could file a late, nunc pro tunc, appeal.

Commonwealth Court held in a PACE case that, where the term "annual income" was not defined in the statute, it was acceptable for Department of Aging to define it as the prior year's income rather than current income.

Recipient was terminated when she failed to report some income from prior year.
