Peek v. Dept of Aging - April 26, 2005 - PACE program - "annual income"

Commonwealth Court held in a PACE case that, where the term "annual income" was not defined in the statute, it was acceptable for Department of Aging to define it as the prior year's income rather than current income.

Recipient was terminated when she failed to report some income from prior year.
